Goemaere’s perspective is congruent with the persistence, the recurrence and the new outbreaks of infectious diseases that are continually taking place.

And indeed, in keeping with Goemaere’s perspective, the measles virus was detected in 22 US states in the early months of 2019, and the number of measles cases in the country exceeded 700 by April 2019, the highest annual number recorded since the disease was declared eliminated in the United States in 2000. Among the milieus in which these outbreaks occurred were Orthodox Jewish communities in New York City and its suburbs, and in Michigan. Contributing to their occurrence were parental hesitancy about or delay in vaccinating their children, or refusing to do so for religious or philosophical reasons, or because of safety concerns.37

Although the annual death rate from AIDS and its new infection rates have fallen significantly, notwithstanding the millions of persons who are now on retroviral drugs, its incidence continues to be significant, particularly on the continent of Africa.

An effective vaccine has existed for yellow fever since 2016, but outbreaks of this viral hemorrhagic fever with a high fatality rate continue to take place in Africa and to a lesser extent in South America.

Polio no longer occurs in the United States, or in wealthy countries more generally. However, it persists in some impoverished regions of the world, and specifically in Afghanistan, Nigeria, Pakistan and Papua, New Guinea. Furthermore, in 2018, a polio-like illness, known as acute flaccid myelitis, struck children in 29 states in the United States.

In 2018, chiefly in Hyderabad, Pakistan, what was considered to be the world’s first outbreak of a strain of virus that causes typhoid fever was experienced. It is resistant to the antibiotics ordinarily used to treat typhoid fever—and also resistant to other classes of drugs used to treat strains that are resistant to these antibiotics.

In addition, although a new Ebola vaccine has proven to be “highly effective” among the 110,000 persons in the Democratic Republic of Congo who have received it, the fact remains that the Ebola outbreak that began in that country in August 2018 is “second in size only to the massive Ebola epidemic that devastated three West African countries between 2014 and 2016.”38 On May 19, 2019, the New York Times devoted its front page to chronicling the situation in Beni, Democratic Republic of Congo, where politics, culture, war and history have combined in a devastating way with human misunderstanding. People with Ebola and grieving families and friends are suspicious about what is causing the disease to spread, and they trust neither the government nor the military. Men employed to bury the dead are threatened and attacked by mourners who accuse them of stealing body parts to sell. Those providing treatment, medical supplies, and vaccinations are also at risk: “When a doctor was killed, and treatment centers attacked by gunmen or set on fire, front-line health workers suspended their work, giving the virus time to spread. Some medical and aid groups have decided to pull some of their personnel from the very areas where Ebola has hit hardest.
